About us
The company ÜLE was founded in 1990 as one of the first private companies to begin operating in the field of road maintenance in Estonia. Our main activities are surface dressing and road maintenance.

Where surface dressing is concerned, we have been at the forefront in Estonia ever since 1993. We pay special attention to quality. For this purpose, we have dropped several areas of work and have incurred expenses over the course of the years so that we could improve any drawbacks that we might have possessed. This principle has delivered us with the rather serious “accusation” of being a monopoly – a monopoly on quality. We keep on working to maintain just that.
Road maintenance
While being an initiator in a pilot project for full-scale road maintenance that was launched in cooperation with the Estonian Road Administration in 1994, we have contributed to the development of private business in relation to the Estonian road economy. The current trend towards the privatisation of road administrative bodies is a clear sign of the success of that project.
